Since When Are Boxers Illegal?

My big questions: How are they going to enforce this? Are the police going to comb the streets looking for underpants? Are they going to carry belts to put on people? I can just see a cop writing up a ticket for a guy wearing his pants low enough to see his boxers. Is this what they have to spend taxpayers money on? Thank god I don't live in Virginia!
